Kevin is a partner in the Transport team who has a wealth of experience in advising combined authorities, local transport authorities and transport operators in relation to large complex infrastructure projects and operational activities.
Kevin has advised on numerous transport projects in the rail, bus and aviation sectors, on a regional and national level, for procuring authorities, private sector operators, infrastructure providers and the wider supply chain in the transport sector. This includes advising on bus franchise bids, light and heavy rail franchise and concession bids, surface transport services bids, the negotiation of concession and franchising arrangements, complex joint ventures and commercial contracts, procurement and regulatory issues and general commercial and operational matters.
Kevin has an entrenched understanding of the transport sector. He has developed close working relationships with Government bodies, departments and regulators (such as the DfT, Network Rail and the ORR). He also has strong connections and contacts with local politicians, combined authorities, local transport authorities, professional services firms, trade bodies and the wider supply chain in the transport sector.
He is Chair of the North East England Chamber of Commerce Transport Group and is also a member of the inaugural Expert Transport Panel of the British Chambers of Commerce.

- Govia on its successful rail franchise bids for TSGN, Southeastern, Southern and London Midland and the subsequent mobilisation for these franchises, including the transfer schemes, asset transfers, station/depot/rolling stock leasing, licensing, TUPE transfer, pensions and other aspects of mobilisation
- Keolis/Eurostar on its bid for the InterCity East Coast rail franchise
- Nexus on the letting of a light rail operating concession to DB Regio, including the negotiation of the concession agreement, asset transfers, station and depot leases, rolling stock leases and other legal documentation and various subsequent amendments to the concession agreement
