Bob Silverman provides guidance to telecommunications and broadband providers, technology companies, and broadcasters seeking to navigate through complex regulatory, commercial and compliance structures established by the Federal Communications Commission (FCC) and other government agencies. Bob’s wireless spectrum experience spans a variety of services—including 700 MHz, 2.5 GHz, 3.7 GHz, AWS, Cellular, PCS and CBRS—and runs the gamut from FCC auctions and compliance and enforcement actions. Representing individual clients as well as associations, Bob advocates in wireless, wireline, and broadcasting rulemaking proceedings. Bob also advises on universal service mechanisms such as Rural Digital Opportunity Fund, Connect America Fund, and Lifeline. Additionally, Bob handles matters pertaining to broadband Internet regulation, spectrum sharing, and privacy and data protection.
Bringing extensive regulatory and government affairs experience to his practice, Bob has previously worked on U.S. trade compliance and export control and advertising/marketing, and spent time in-house as a law clerk at the Washington Commanders handling regulatory and operational matters.
Bob presents at industry events and in webinars, and serves as Secretary/Treasurer of the Board of Directors of the Foundation for Rural Service. Outside of the office, Bob enjoys food, music, and travel.

- Advised a major multinational software & services provider, assisting it in obtaining FCC conditional approval to serve as one of the first Spectrum Access System administrators.
- Counseled broadband wireless providers in the first-ever Mobility Fund and Connect America Fund reverse auctions supporting the deployment of new broadband networks to previously unserved and underserved areas.
- Provided comprehensive regulatory and strategic guidance and training to telecommunications executives and managers.
- Assisted a regional Midwest provider to obtain federal and state approvals for the acquisition and lease of its wireless assets to a major nationwide carrier, and helped plan and implement the subscriber transition.
