Kevin is a senior counsel (partner equivalent) in the planning and infrastructure team. He is a dual-qualified chartered town planner and solicitor and specialises in property, planning, environmental, highways and compulsory purchase law.

He is particularly active in advising on regeneration and infrastructure schemes including housing and mixed use projects, airport and port developments, road and rail transport schemes and energy projects. He advises clients across the board on planning strategy, planning applications, regulatory consenting processes, appeals, infrastructure agreements, high court challenges and enforcement. He is also used to advising clients on Nationally Significant Infrastructure Projects under the Planning Act 2008. Kevin has been rated in the top tier (Band 1) for planning advice by Chambers and Partners for many years. He is currently a member of the Planning and Infrastructure Board of the West of England's Local Enterprise Partnership and chairs the local Chamber of Commerce Planning Group. Kevin has written numerous articles and has spoken widely on planning legislation.

  • Bristol and Leeds Bradford Airports on capital infrastructure schemes including new terminal buildings, hotels, multi stored car parking, fuel depots, office buildings and new aircraft aprons, piers and satellites
  • Metrowest Phase 1 Nationally Significant Infrastructure Project to link Portishead to Bristol and Bath. This is the UK's largest 3rd party funded rail project
  • Landowners and energy companies on coal bed methane and shale gas developments
  • Fareham Borough Council advising on planning procedures, major planning application, viability issues, community infrastructure levy and infrastructure agreement for the Welborne new garden village proposed development
  • The Homes and Community Agency on its 1,500 dwelling mixed use project with St Modwen for the re-use of the RAF Locking site in Somerset including S 106 and other infrastructure agreements, viability assessments and scheme for implementation of the project including advice on a Community Interest Company
  • Linden Homes on a housing scheme in Bideford for 550 dwelling scheme, Barnstaple for 350 dwellings and South Molton for 250 dwellings including advice on S 106 and other infrastructure agreements and on minerals issues.
