Chelsie specialises in advising on commercial contracts and procurement law in relation to large-scale public sector projects. She advises a range of public and private sector clients including central and local government, NHS bodies, academic institutions and social housing providers. Her experience spans a wide range of sectors including the energy, waste, transport, leisure, health, construction and infrastructure sectors.
Chelsie advises on all stages of complex, high-value transactions on commercial, procurement and governance issues. Her experience includes advising on early stages of a transaction on contractual structure, commercial issues and procurement strategy through to the commercialisation of projects where she is heavily involved in drafting and negotiating commercial contracts and procurement documents. She also provides support to clients throughout the procurement process and post-completion.
Across the last year, Chelsie has acted as a core advisor on several nationally significant heat network schemes and strategic energy partnerships. She is currently advising on a large number of heat network projects across a variety of scales, complexities and contractual structures, including projects commissioned under DESNZ Advanced Zoning Programme. Chelsie also has vast experience in advising on the customer side of heat network projects and has advised on a number of customer connections to existing heat networks. In addition, she is currently advising clients on the impacts of new heat network regulation and heat network zoning, supporting clients with their compliance in readiness for regulation coming into force.
