Stephen is a seasoned regulatory professional with deep experience in broadband, telephone, and mobile wireless policy. He specializes in FCC compliance and advocacy, helping clients stay informed and strategically aligned with evolving regulations.  Of note, he has played a pivotal role in assisting clients with the FCC’s Reimbursement Program, helping them secure funding, navigate compliance, and obtain project extensions.

He advises numerous rural broadband and telephone providers on cybersecurity and supply chain risk management, offering guidance on threat preparedness and incident response. Stephen is also a frequent speaker on cybersecurity topics, including cyber incident response and risk management.  In addition, Stephen supports broadcast clients with equal employment opportunity (EEO) compliance and other regulatory matters, ensuring full adherence to applicable rules.  He also regularly advises clients on compliance with the Telephone Consumer Protection Act (TCPA), helping them navigate the complex legal landscape surrounding consumer communications, consent requirements, and robocall mitigation.

As Outside Assistant General Counsel for the Rural Wireless Association (RWA), Stephen keeps members up to date on key regulatory developments and advocates on behalf of rural wireless carriers before the FCC and Congress. Stephen also brings extensive experience with federal and state grant programs, particularly through the NTIA, guiding clients through application development, funding acquisition, and ongoing grant compliance.

  • Serves as Outside General Counsel to the Rural Wireless Association, advocating for rural wireless carriers’ interests on a federal legislative level as well as informing members on relevant legislative developments.
  • Assists broadband providers in developing cybersecurity incident response plans and cybersecurity and supply chain risk management plans in accordance with federal regulations as well as helping prepare such clients to handle cyber incidents to limit liability and damages.
  • Represents broadcast operators in responding to Equal Employment Opportunity Audits from the Federal Communications Commission.
