Stephen is an analytical, detail-oriented attorney focusing on broadband and telephone regulation to assist clients in mitigating regulatory risks and identifying funding opportunities for broadband deployment.

Stephen has represented clients in a wide range of matters, including broadband funding applications with NTIA, the FCC’s Supply Chain Reimbursement Program, cybersecurity, and Equal Employment Opportunity compliance.

  • Serves as Legislative Counsel to the Rural Wireless Association, advocating for rural wireless carriers’ interests on a federal legislative level as well as informing members on relevant legislative developments.
  • Assists broadband providers in developing cybersecurity incident response plans and cybersecurity and supply chain risk management plans in accordance with federal regulations as well as helping prepare such clients to handle cyber incidents to limit liability and damages.
  • Represents broadcast operators in responding to Equal Employment Opportunity Audits from the Federal Communications Commission.
