Mark Riedy, leader of Womble Bond Dickinson’s US Energy & Infrastructure Project Finance practice, advises clients on U.S. and international project development and finance, and private placements across renewable and conventional energy and chemicals, clean technology, energy storage, data centers, environmental, and infrastructure sectors. He represents developers, lenders, EPC and O&M providers, equipment manufacturers, and investment sponsors, including private equity, venture capital, and infrastructure funds.

With more than 48 years of experience, Mark has handled complex domestic and cross-border matters involving energy and infrastructure projects, debt and equity financings, mergers and acquisitions, technology outsourcing, investment fund structuring, venture capital and private equity transactions, and related commercial agreements. He also counsels clients on regulatory and legislative compliance and represents them in international disputes before U.S. and foreign agencies, including anti-dumping, export controls, sanctions, and anti-bribery matters.

Mark has advised renewable and conventional energy clients operating in more than 75 countries and has extensive international experience, having lived in Asia for over eight years while leading significant project financings across the region. He has also advised clients on major energy policy and incentive programs, including federal and state tax incentives and energy legislation affecting renewable and fossil fuels and power, energy storage and data centers.

International Energy & Infrastructure Development

  • Led project financings and acquisitions across India, Kenya, Brazil, Australia, Estonia, Iraq, Europe, Latin America, and the Caribbean.
  • Represented U.S. and foreign construction and energy companies in securing infrastructure and power contracts in emerging and developed markets.
  • Represented a U.S. oil trading company in the manufacture and deployment of solar powered water purification systems across multiple continents.

Project Finance, M&A & Capital Markets

  • Represented U.S. and international energy companies in development capital ($50–$150 million) and large scale project financings ($1 billion+), including transactions in London and other global markets.
  • Advised on equity financings, bridge loans, Series A–C rounds, and convertible notes for energy, biofuels, storage, and cleantech companies.
  • Represented publicly traded and private companies in acquisitions and expansions of operating energy assets in the U.S. and internationally.
     

Government Loan Programs & Public Sector Finance (DOE, USDA, DARPA)

  • Represented 43 U.S. renewables, fossil fuel, electricity, data center, battery storage, and recycling clients before the DOE Loan Programs Office (LPO)/Energy Dominance Finance Program Office (EDFPO), and three SAF manufacturers under the USDA 9003 Loan Guarantee Program.
  • Assisted in the financial closing of 35 DOE LPO guaranteed loans totaling $39 billion (fuel, electricity, nuclear, advanced vehicle manufacturing, and other technologies).
  • Assisted in the financial closing of 10 USDA guaranteed renewable fuel and electricity loans.
  • Led financings for 12 U.S. and foreign energy companies, all of whom reached the finals of the USDA conditional loan guarantee program; 10 became awardees, including three first of their kind credit enhanced project bond transactions.
  • Represented five awardees under the DOE Integrated Biorefinery Grant Program.
  • Represented a U.S. energy company in securing a DARPA R&D grant for alcohol to jet fuel certification.

Sustainable Aviation Fuel (SAF) & Advanced Fuels

  • Assisted in the first ever government guaranteed SAF project financing (DOE LPO/EDFPO, January 2025).
  • Represented a U.S. company in the $7.7 billion natural gas to clean jet fuel project in the Southwest U.S., including solar power, pipelines, desalination, and execution of the largest volume and longest term biojet offtake agreement to date.
  • Closed a $390 million first commercial SAF project financing in Oregon using tax exempt municipal bonds supported by a technology insurance wrap.
  • Represented a U.S. SAF manufacturer in negotiating and executing a $2.3 billion waste wood to SAF offtake agreement with a major U.S. airline.
  • Represented a Mexican SAF developer in the project financing of a $160 million SAF manufacturing facility in New York.
  • Represented multiple advanced biofuel and renewable diesel developers in financings ranging from $150 million to $250 million using USDA loan guarantees.

Renewable Power Generation (Solar, Wind, Geothermal, Hydropower)

  • Represented U.S. solar developers in acquisitions, development, and project financing of utility scale and distributed solar projects across Appalachia, Maryland, Puerto Rico, India, and California, many utilizing USDA and RUS financing.
  • Advised on 120 MW of solar power facilities in Puerto Rico financed through USDA Rural Utilities Service loans.
  • Represented U.S. geothermal developers in project financings in Kenya, Chile, Texas, California, the U.S. Virgin Islands, and the Dominican Republic.
  • Represented international independent power producers in biopower and renewable electricity project financings across multiple U.S. states and abroad. 

Bioenergy, Biomass, & Waste to Energy

  • Represented developers and manufacturers in biomass to power, biogas, BioCNG, torrefaction, biochar, and waste to energy projects across the U.S., India, and Europe.
  • Advised on a $160 million municipal solid waste to advanced bio oil facility in Georgia.
  • Represented developers in biomass pellet, biofertilizer, and renewable hydrogen financings, including Series A, B, and convertible note transactions.
  • Represented a U.S. waste to energy manufacturer in a $14.75 million USDA B&I guaranteed financing for a sustainable feedstock cube facility in Florida.

Renewable Chemicals & Industrial Bioproducts

  • Represented renewable chemical manufacturers in financings for bioproducts, renewable dyes, methanol, ethanol, and biochemical facilities in the U.S., Puerto Rico, Brazil, and Australia.
  • Represented companies in algae to biofuel commercialization and qualification of new fuel and feedstock pathways with the U.S. EPA.
  • Advised a major U.S. agricultural processing company on cross border fuel ethanol trading transactions between Latin America and the United States.

Energy Storage, Grid & Infrastructure

  • Represented U.S. energy storage developers and manufacturers in project financings and Series A private placements.
  • Advised developers in natural gas storage, liquefaction, and integrated infrastructure projects across North and South America.
  • Represented manufacturers in the development and financing of heavy crude oil upgrading and advanced industrial energy infrastructure projects.

Data Centers & Digital Infrastructure

  • Represented a U.S. data center manufacturer in project financings of fully integrated/islanded combined cycle gas power plants supporting 20 U.S. and 3 European data centers.
  • Advised Green Cloud Data Parks Co. on acquisition of land and hydroelectric power under a $31 million power purchase option to support development of a renewable powered data centers.
  • Represented U.S. energy storage developers and manufacturers in ten behind the meter energy storage project financings in California under a DOE Loan Guarantee Program facility plan.
