James Bernier is an experienced utilities attorney with more than two decades of litigation and trial experience in contracts, real estate disputes, construction litigation, bankruptcy, and utilities law. He has extensive experience advising commissions, boards, agency heads, and clients on regluations, policy, legal strategy, and risk mitigation. 

Prior to joining the firm, James served as a staff attorney with the Public Staff – North Carolina Utilities Commission where he led cross-functional task forces (engineers, economists, accountants) to investigate utility applications as well as complex infrastructure cases involving water, sewer, and natural gas serving millions of North Carolinians. Prior to his work with the Public Staff, James was a Special Deputy Attorney General with the North Carolina Department of Justice representing the Office of State Construction where he advised on construction contracts and disputes across the State.
