With more than two decades of experience in financial services regulatory compliance, David Tallman is a trusted advisor to leading financial institutions and innovative market participants navigating complex and evolving regulatory landscapes. He is known for delivering clear, strategic, and commercially grounded guidance that helps clients manage risk, seize opportunity, and operate with confidence.

He works with residential mortgage lenders, servicers, and investors; federal and state-chartered depository institutions; sales finance companies; automobile and consumer lenders; and private equity firms, guiding them across a wide range of products including credit cards, student loans, retail installment contracts, consumer leases, solar and equipment finance, and alternative mortgage products such as equity share, single-family rental, rent-to-own, iBuyer, and bridge lending. He regularly helps financial services clients manage TCPA and other telecommunication risks, including by drafting compliant consents, communications strategies, and policies and procedures.

Clients value David’s ability to cut through regulatory complexity and deliver actionable strategies that protect clients and support business growth. He has led enterprise-wide CFPB readiness reviews, assessed compliance programs, managed regulatory risk evaluations, and provided critical due diligence and litigation support in high-stakes consumer financial transactions and disputes.

He has extensive experience with federal and state consumer financial laws, including TILA, RESPA, GLBA, ECOA, HMDA, UDAP/UDAAP, Dodd-Frank, FCRA, FDCPA, and EFTA. He also advises on data privacy, cybersecurity, payments processing, and e-commerce platforms, helping clients develop innovative, compliant financial services.
