Kristina Moore Discusses Impact of Budget Reconciliation Law, Trump Administration Policies on Energy Industry with Inside EPA

Womble Bond Dickinson Partner and former Capitol Hill staffer Kristina Moore discussed the Trump Administration’s approach to energy policy in a new interview with Inside EPA.
For instance, following the passage of the One Big Beautiful Bill Act (OBBBA), which significantly revised tax policy for the renewable energy sector, Moore said, “what's really causing a lot of confusion right now is the Executive Order that is asking Treasury to issue regulations that would restrict access to the tax credits by re-examining or re-issuing what safe harbor looks like.” Safe harbor refers to the process for demonstrating that a project has sufficiently begun construction to qualify for tax benefits.
Moore urged transparency from the Trump Administration about how it plans to implement the new law and to ensure U.S. manufacturers and those affected by the change in tax incentives are being “heard.”
“I think certainty and transparency are what the market needs,” she said.
The interview also addresses such topics as the Greenhouse Gas Reduction Fund (GGRF) and data centers.
