Kristina Moore Advocates for Subsea Cable Industry at White House Meeting

On February 18, Womble Bond Dickinson Partner Kristina Moore visited the White House to push for reforms of regulations impacting the subsea cable industry. In addition to meeting with White House officials, she also met with the Director of the National Oceanic and Atmospheric Administration (NOAA).
The House passed the Undersea Cable Protection Act (H.R. 261) on February 12. Over the past year, Kristina and Marty Stern supported the bill for PC Landing Corp., partnering with the International Connectivity Coalition. Womble helped draft the legislation, provided expert and factual support, and worked with lawmakers throughout the process.
The bill is a major win for the industry: it limits NOAA’s restrictive permitting rules in National Marine Sanctuaries, which have blocked new submarine cables—carrying over 95% of global Internet traffic—from landing on much of the West Coast. PC Landing’s experience with NOAA’s permit process was central to the reform effort.
A companion bill must now pass the Senate and be signed by the President before becoming law.
