Womble Bond Dickinson White-Collar Partner Joe Whitley co-presented “Twenty Years Later: A Retrospective on Standing up the Department of Homeland Security” at the 2023 ABA Administrative Law & Regulatory Practice Institute and the Homeland Security Law Institute on April 27, 2023. Whitley also served as co-chair of the ABA event.

Following the terrorist attacks of 9/11 and the passage of the Homeland Security Act of 2002, the US Department of Homeland Security (DHS) opened its doors in March 2003. It was the first new cabinet agency to be established in almost 25 years. The team of lawyers that stood up the government’s third-largest cabinet agency faced many unique issues and challenges. Twenty years later, the Department has evolved into today’s DHS. The panelists - all of whom have worked or currently work at DHS in senior positions - discussed what it has taken, and continues to take, to create and run the Department.

Whitley previously served as Acting Associate Attorney General in the US Department of Justice and the first General Counsel of the US Department of Homeland Security. He now leads the WBD (US) White-Collar Defense, Investigations, and Regulatory Enforcement Team.
