Womble Strengthens White Collar and Government Contracts Capabilities

TYSONS, Va. (February 5, 2026) – Womble Bond Dickinson announced today that J. Andrew “Andy” Jackson has joined the firm’s Business Litigation Practice Group as a partner in its Tysons office. Jackson is a former U.S. Department of Justice trial attorney with deep experience in government contracts litigation, procurement fraud, and False Claims Act matters.
Jackson brings decades of experience advising technology contractors operating in highly regulated federal programs, with a focus on risk management and strategic positioning in the hi-tech marketplace. He represents clients in complex government contract investigations involving alleged false statements and claims, defective pricing, Medicare and Medicaid fraud, and procurement integrity violations. He also advises contractors on matters arising under U.S. General Services Administration (GSA) schedules and other federal supply contracts.

Jackson has led litigation teams in federal and state courts nationwide and has represented Fortune 500 companies across the software, technology, pharmaceutical, professional services, weapons systems, and shipbuilding industries. His practice also includes representing contractors in affirmative claims against federal and state governments, as well as bid protests before the U.S. Court of Federal Claims, the Government Accountability Office, and boards of contract appeals.
Prior to private practice, Jackson served as a trial attorney in the U.S. Department of Justice and previously worked in the U.S. Army Procurement Fraud Division. He also served as a Special Assistant U.S. Attorney in the Eastern District of Virginia. Jackson began his legal career as a commissioned officer in the U.S. Army Judge Advocate General’s Corps, serving on active duty and in the reserves. His military honors include the Meritorious Service Medal, Army Commendation Medal, and Army Achievement Medal.
Jackson frequently speaks and publishes on government contracts and False Claims Act matters. He earned an LL.M. in Government Procurement from The George Washington University, a J.D. from West Virginia University, and a B.S. in electrical engineering, with distinction, from the Virginia Military Institute.
