Quinlan Tom practices in the areas of construction litigation and business litigation and regularly represents developers, general contractors, subcontractors, design professionals, and material suppliers along with private homeowners in risk management and claims resolution. He also advises clients in preparing and negotiating construction contracts for private and public projects. 

With more than three decades of experience, Quinlan represents clients in all aspects of construction dispute resolution, including mediation, litigation in the federal and California courts, and arbitration. Specifically, his matters include extra work claims, delay and disruption claims, performance and payment bond claims, construction defect claims, potential false claims liability, fee disputes, negligence claims, mechanic’s lien claims, and bid protests involving public work projects. He has represented clients in Cal/OSHA, Contractors State License Board, and the California Division of Labor Standards Enforcement administrative hearings.

Quinlan also represents and counsels a range of clients in business disputes and is experienced in employment discrimination, wage and hour, unemployment insurance claims, and union relations disputes.
