Emma specialises in consenting large-scale infrastructure and energy development including solar, highways, grid connections, off-shore wind and energy from waste.

Her expertise includes advising on Development Consent Orders, Transport and Work Act Orders, Planning Permissions and Compulsory Purchase Orders for large-scale infrastructure development, mixed use schemes, highways, including in relation to compulsory purchase, strategic planning and plan/policy development, Environmental Impact Assessment and Habitats Regulation.

She has experience advising large scale public and private sector clients, including local government and has particular expertise in highways and energy/grid connection projects.

As a barrister, and previously a member of Landmark Chambers, Emma also often provides advocacy for clients at Examinations and Inquires.

  • National Grid - lead consenting partner on the promotion of a DCO for the reinforcement of the electricity transmission network between the north of England and the Midlands by building a new 400 kilovolt (kV) electricity transmission connection between two proposed substations at Birkhill Wood and High Marnham. Lead consent partner for the promotion of planning permission and a Compulsory Purchase Order in connection with the Burwell and Gotham substation developments. Advising National Grid on third party DCOs including Springwell solar farm
  • Greater Cambridge Partnership - lead partner on the promotion of a guided busway between Waterbeach New Town and the north Cambridge
  • National Highways - lead partner on the A46 Newark Bypass DCO, A12 Chelmsford to A120 Widening DCO; A66 Northern Trans-Pennine DCO Application; A27 Arundel Bypass optioneering, DCO application and judicial reviews; A303 Stonehenge DCO application, judicial review and re-determination; A120 optioneering; M4 Junction 3-12 Smart Motorway DCO application, implementation and non-material change application. Emma is a lead advisor for National Highways across a number of its largest and most high-profile projects. Emma regularly integrates with large teams of client and consultant personnel to deliver complex projects. She advises on all aspects of projects including engineering and design, EIA and HRA, compulsory acquisition, utility interface and de-trunking agreements, case-making and policy review
  • Medworth Combined Heat and Power Facility – advising MVV Energie on the promotion of a DCO for an Energy from Waste Combined Heat and Power Facility in Wisbeach.
  • Cory Environmental on the promotion of a DCO for an integrated Energy Park in the London Borough of Bexley, including energy recovery facility, anaerobic digester, solar generation, battery storage and electricity connection; defending a judicial review of the granted DCO; advising on s.36 application for variation of consent for Riverside Resource Recovery Facility.
  • Guildford Borough Council – advising the Council on Commons Act and Allotment Act applications in connection with the Weyside Urban Village; advising the Council on s/278/38 agreements with Surrey County Council and Network Rail for the Ash Road Bridge
