Mark Edelman is nationally recognized for his work in consumer financial services regulation, advising banks, finance companies, and online lenders across the United States on complex regulatory and compliance matters. He leads the firm’s Consumer Financial Services team and brings more than 30 years of experience consulting with clients on the attendent risks and solutions as they navigate through federal and state regulatory regimes governing consumer credit products.
His practice particularly focuses on multistate compliance for personal property financing, with particular depth in motor vehicle financing and leasing. He counsels clients on consumer loan documentation, underwriting, e-commerce, licensing strategy, acquisitions and divestitures, warehouse and commercial financing, insurance-related products, and structured finance. He regularly represents clients in obtaining state licensing approvals, responding to multistate regulatory examinations and investigations, and advises clients on ongoing compliance obligations in highly regulated environments.
Mark has been nationally recognized for his work in consumer financial services regulation by leading legal directories, including Chambers USA. He is also a Fellow of the American College of Consumer Financial Services Lawyers and previously served on its Board of Regents, honors conferred by peers in recognition of his contributions to the profession.
An active leader within the consumer finance bar, Mark serves as vice chair of the American Bar Association’s Consumer Financial Services Committee and is the former Chair of the Personal Property Finance Subcommittee, guiding the committee’s work on regulatory developments, policy initiatives, and industry best practices.

Provides compliance advice and represents the company in state examinations.
- Licensing and Compliance Counsel for Start-Up Marketplace Lender – Provides counsel on nationwide licensing and compliance matters, assists internal teams with filings, and handles complex licensing issues. Developed online loan documentation, negotiated lending channel agreements, and provides compliance guidance on website content. Provides ongoing advice across all consumer finance matters.
- Regulatory and Compliance Counsel for Used Car Retailer and Finance Company – Revised retail and lease repossession notices and related loss recovery processes nationwide. Worked on a nationwide licensing project following corporate restructuring and rebranding. Provides ongoing federal and state compliance advice, including electronic contracting program design; regulatory examination support; drafting sales and financing documentation; and state law compliance analyses for motor vehicle sales, financing, and leasing.
- Licensing and Compliance Counsel for National Auto Finance Company – Assisted with multistate licensing, compliance, and loan product documentation related to a bank acquisition. Assisted with strategic planning, documentation preparation, and compliance advice for expansion of third-party refinancing channels. Provides ongoing compliance guidance across all consumer finance operations.
- Compliance Counsel for Buy Here/Pay Here Used Car Dealers – Manages and updates a 30-state forms program for motor vehicle sales and financing. Provides ongoing compliance advice and regulatory guidance, including CFPB examination preparedness and communication with state licensing agencies.
- Regulatory Counsel for Vehicle Finance Company – Handles complex regulatory matters, CFPB supervisory examinations, and federal and state investigations. Provides ongoing nationwide licensing analysis and support, including change-of-control matters and private-label agreements, and compliance guidance across all consumer finance operations.
