Scott Hyman Authors Article on “California’s Prohibition Against Underground Regulation”

Womble Bond Dickinson Partner Scott Hyman, former Womble associate Justin Bradley (now Deputy General Counsel of Worldwide Acceptance Corporation), and veteran California financial services attorney Paul Soter co-authored an article on “California’s Prohibition Against Underground Regulation”. This article was published in the Conference on Consumer Financial Law Quarterly Report (vol. 78, no. 1).
The article explores California’s prohibition against ‘regulation-by-enforcement’ as contrary to California’s statutory and judicially developed prohibition against “underground regulation”.
