To date, the North Carolina Education Lottery has raised more than $9 billion for the state’s public schools, as well as provided a substantial new revenue stream for retailers across the state. Now, Womble Bond Dickinson Partner Ripley Rand will lead the governing body overseeing the North Carolina Education Lottery.

On. Dec. 20, N.C. Gov. Roy Cooper announced Rand’s appointment as Chair of the North Carolina Education Lottery Commission. Rand has served on the nine-person Commission since 2021.

The N.C. Education Lottery Commission ensures that the lottery is operated with the highest degree of integrity. The Commission also works to maximize the revenues raised for public education, as well as to provide lottery players with enjoyable gaming options.

Rand is a former U.S. Attorney for the Middle District of North Carolina. At Womble Bond Dickinson, he counsels clients in white-collar criminal defense, health care fraud defense, internal investigations and regulatory enforcement matters. He practices in the firm’s Raleigh, N.C. office.
