Evidence has emerged that rural telecom companies are being hacked from a threat actor emanating from the People’s Republic of China.  The FBI began notifying impacted rural telecom companies of this threat and have identified it as being related to the Salt Typhoon Attack larger telecom companies have experienced. The November 13, 2024 joint statement from FBI and CISA on the People's Republic of China (PRC) Targeting of Commercial Telecommunications Infrastructure confirmed the intent of the Salt Typhoon threat actor to conduct a “broad and significant cyber espionage campaign” across the United States. 

In February, the Federal Communications Commission adopted rules to further secure U.S. communications critical infrastructure.  Specifically, the FCC adopted a Declaratory Ruling that clarifies that Section 105 of the Communications Assistance for Law Enforcement Law (CALEA) creates a legal obligation for telecommunications carriers to secure their network against unlawful access and interception.  The FCC also adopted a Notice of Proposed Rulemaking that proposes to require communications service providers to create, update, and implement cybersecurity and supply chain risk management plans. Providers would be required to annually certify compliance with these plans to the FCC.
