WASHINGTON, DC — Experienced telecommunications attorney David Carter has joined Womble Bond Dickinson as a partner in the firm’s Washington, DC office. Associates Ernesto Mendieta and John Nelson will also be joining the firm and working closely with Carter.

Carter represents telecom carriers in business disputes, often with established competitors, involving new business models and service offerings. He represents carriers in both state and federal courts, as well as before the Federal Communications Commission and state regulatory agencies. His clients include international as well as domestic telecom companies.

Carter also guides companies in Telephone Consumer Protection Act (TCPA) compliance as well as defending against allegations of TCPA violations.

In addition to his work on behalf of clients, Carter previously chaired the board of social innovation at George Mason University and taught in a Master's program at Pepperdine University.

Having spent five years at a boutique telecom law firm in Mexico City, Mendieta has a particular background in advising telecommunications clients on cross-border disputes and transactions in the US and Mexico.

Nelson’s litigation experience includes large-scale litigation case database management.
