Nov. 10, 2021 (WASHINGTON, D.C.)— Womble Bond Dickinson is pleased to welcome E. Barlow Keener as a new member of its GCSolutions and Communications, Technology & Media Communications teams. Keener has nearly 20 years of experience in the telecom and technology sectors, with particular experience involving innovative wireless technologies, spectrum, and privacy matters.

At Womble Bond Dickinson, Keener will advise communications-industry clients on transactional, state, and federal regulatory advocacy and compliance matters, drawing on his extensive legal and business strategy experience in the telecom space. Keener brings a wealth of experience working with startups and established companies. As part of the firm’s GCSolutions team, he will handle commercial matters, trademark prosecutions, mediations, employment matters, and privacy and cyber compliance. 

Keener is a Certified Information Privacy Professional with the International Association of Privacy Professionals (CIPP/US IAPP) and has extensive privacy and data security experience. He also serves as a Co-Chair of the Wireless Telecommunications Committee of the Federal Communications Bar Association, The Tech Bar.

Most recently, Keener provided legal services to telecom and technology clients through his law firm, Keener Law Group, and served as a principal in a consulting firm focusing on the telecom, media, and satellite sectors, providing expert financial and valuation services in the telecom space. Previously, he was an in-house attorney with a major incumbent telecommunications provider, general counsel for a mid-size media firm, and Co-Founder and CEO of an Internet Service Provider startup.

Keener is also a Certified Member of the American Society of Appraisers (ASA) and teaches Privacy and Internet Law as a Lecturer at Boston College Carroll School of Management and Boston University Questrom School of Business.

He joins Womble’s Boston office as Senior Division Counsel.
