Register your higher risk building

The Building Safety Act 2022 imposes a requirement on those responsible for higher risk buildings or HRBs to register the building with the Building Safety Regulator (BSR) by 30 September 2023. It is an offence to allow an HRB to be occupied where it is not registered with the BSR. If you are the owner of a building that is at least seven storeys or more than 18m in height (or are responsible for the management of a building of that type) you should be aware that there is now an urgent requirement to prepare an application to the BSR to register the building.

Technical consultation on the proposed Infrastructure Levy

The Department for Levelling Up, Housing and Communities (DLUHC), has sought views in advance of drafting regulations to implement its proposals. The consultation questions cover thresholds for applying the proposed Levy and the application of receipts. It is asking for views on how to deliver infrastructure and affordable housing, as well as a wider set of questions about how to introduce the Levy.

MEES: the last chance saloon

Buildings are responsible for around 31% of carbon emissions in the UK. Reducing the energy consumption of buildings is therefore a key priority in the race to achieve net-zero emissions by 2050.

Since 1 April 2018, the Minimum Energy Efficiency Standards (MEES) have required commercial properties in England and Wales to have a minimum EPC rating of E before they can be let on a new tenancy. This requirement does not yet affect existing leases, but that is about to change. From 1 April 2023, it will be unlawful for a landlord to continue to let a commercial property with a sub-standard rating, unless a valid exemption has been registered.
